NZ scores a C for Corrupt Complaint Resolution and D for Damage Control

I've made a few complaints in my time about unjust, unfair or seriously wrong decisions of public servants, etc, and been amazed at the response.  On the left is a letter from the soon to be ex Mayor of Carterton, Martin Tankersley.  The annotation, from Edwin Perry's brother Owen, a nice chap, reads:

Why should this letter be for my eyes only?  It is about the community petition calling for an inquiry into the affairs of the Carterton District Council and Community Centre, evidence that Tankersley tried to pervert the course of justice; and conspired with Beyer and the group associated with the District Council of which he was Mayor, regarding the affairs of the Carterton Community Centre.  Tankersley knew perfectly well, and so did Beyer, and all the group associated with the Council who took over the Community Centre illegally, that Council accountant Lyn Patterson joined the conspiracy to pervert the course of justice when she wrote the following:

Martyn Tankersley knew the books had never been audited, and that I had never been removed from my positions as Secretary and Finance Officer, so did Beyer the Liar and the others associated with the Carterton District Council and the Wairarapa police, who conspired to cover up the massive fraud and incompetence, and give those responsible for the misfeasance and fraud free rein once again to rip off the more vulnerable members of the community and steal from the tax payers and rate payers.  Item 3 is Mayor Tankersley's response to the request for a copy of the audited accounts of the Carterton Community Centre for the financial year 2000-2001.  The Minutes of the Committee meeting show that money was taken from several different bank accounts and recorded as "miscellaneous".  The payment was one of two on the go at the time I was elected to the committee as Secretary and Finance Officer, and had not only not been recommended by the Employment Tribunal, but had been made against legal advice.

The people of Carterton called for the affairs of the Centre to be audited by lawyers and accountant, not looked over by 

a transvestite prostitute.  

Who in their right mind would pay a transvestite prostitute nearly $1000 a week to teach to town's youth her "life skills"?  Beyer hasn't got any life skills!  Nobody in their right mind would give 'her' a job, "she" never had a proper job in "her" life, after being a stripper and prostitute, Beyer got a job at the Carterton Community Centre because the committee, who were mainly associated with the Carterton District Council, inexplicably decided that hiring a transvestite prostitute to teach at risk youth of the town life skills was a good idea.  The also hired silly old Jo Roffe to run "art and craft courses" part time - these people who claim they do voluntary work in the community are often receiving huge amounts of taxpayer funding.  Roffe was getting $600 a week in 2000, and paid for many months when there was no courses even being run. The standard of the courses was appallingly bad, there were no performance reviews, audits, checks and balances, no proper records kept, no policies and procedures, the Rules and Constitution are a joke, as is the Minutes Book.

Corruption in Carterton

Regarding  continued propaganda circulated by various local journalists, and  recent article in the Wairarapa Times-Age promoting the incumbent Carterton District Council members, particularly Deputy Mayor Ruth Carter, and more recently the rubbish published about Georgina Beyer standing (or not) for the Masterton Mayoralty.

Ruth Carter is one of several people associated with the Carterton District Council who are responsible for the closure of the former Carterton Community Centre amid allegations of serious mismanagement, fraud, bullying, etc.  The Centre was closed to try and get rid of the evidence, which we are now posting on the internet for all to see.  Others associated with the Carterton District Council who were involved in the cover up of the fraud and gross misfeasance at the Community Centre, and the illegal takeover and closure of the Centre, include Councillors Elaine Brazendale, Jill Greathead, Council officers Julie Hallam, Ewen Hyde and Martyn Preece, and others.  Beyer was the Patron of the Centre and has worked tirelessly (but unsuccessfully) to try and cover up the incompetence and corruption at the former Carterton Community Centre, the conflicts if interest, pecuniary gain, fraud, etc.

These are serious allegations.  If they weren’t true, action would have been taken long ago to shut these sites down.  Posts like “Beyer the Liar” show why Beyer had to resign from Parliament in disgrace.  Corrupt, incompetent and dishonest politicians like Beyer and Gary McPhee are the cause of the social dysfunction in the Wairarapa.

The so called ‘news’ media has hoodwinked people gullible enough to believe the rubbish they publish and broadcast.  Have another look at the Chief Reporter of the Times-Age, Nathan Crombie, and ask yourself, would I buy a used car off this man?  And then ask yourself, why would I let him tell me who to vote for.  He promotes his mates, Beyer, McPhee, Tere Torea, etc.

“Exclusive - McPhee: Why I Did What I Did” is a confession of a cowardly violent crime against poor, sick, vulnerable people, for no reason, a drunken home invasion and assault committed by McPhee and his mate.  Then McPhee announced in the newspaper that he was not a violent deranged criminal after all, he was a hero, because the occupants - THE VICTIIMS - were “troublemakers”.  He boasted that he’d run them out of town as part of his efforts to stamp out crime, and the lying local police backed him up saying that the flat had been “the centre of police enquiries for some time.”

These people were not troublemakers or criminals, it wasn’t the boogie man as McPhee tried to make out, they had names and faces.  Both of the occupants were small men, both of them together wouldn’t have weighed half of what McPhee weighs, or his co-offender.  None of the occupants was a danger to the community.  The main tenant had only got out of hospital the day before after having a stroke, and weighed no more than seven stone.  The were not violent people, unlike McPhee and his mate.  McPhee threatened the occupants with further violence if they pursued the complaints to police and bribed the owner of the building.  Police told the occupants to piss off and told the owner of the building they couldn’t press charges because the tenants hadn’t made a formal complaint.

McPhee didn't run them out of town at all, they moved into a house over the road from the old folks home and lived there peacefully like they had been before McPhee's mate decided he wanted to fence off the alleyway that was the tenants access, in order to put tables and chairs in the alleyway and sell more alcohol.   We’ve had enough of McPhee's lies.  Compare this with the number of prosecutions pursued against me which have been based on no evidence whatsoever, for which there weren’t even statements of complaint - below is a letter from the police dated 30 October 2007 referring to the Bill Sticking complaint: “the complaint was not put to paper and I am not prepared to say who complained.”

Well I am:  It was the manager of the NZ Post shop in Carterton, Paul Fafieta.  His wife Colleen works for Wollerman Cooke and McClure, who made the complaint to police that I had stolen property of the CCC - complaints dismissed ans being without foundation.  The complaint was corrupt.  The manager changed the lock on the CCC post box without lawful authority and police continue to refuse to charge him.  Sgt Reid of the NZ police wrote a letter confirming that the complaints against me regarding the Community Centre property were groundless.  The bill sticking charge was dismissed because the police didn't even bother turning up to Court, wasting everyone's time, when they realised there was absolutely no evidence to support their case.  Lots of people had been putting the notices up and the postmaster should have been charged with theft of the mail and Mark Hinton with making a false complaint to the police, because he was well aware that that group he was taking instructions - and lots of money - from had no lawful authority regarding the affairs of the Carterton Community Centre.

“Corrupt Police Cover up for Beyer the Liar and Their Other Mates” shows how Police “Area Commander” Rod Drew fobbed off letters from seven lawyers (at the last count) calling for an inquiry into the affairs of the Carterton Community Centre, the District Council and individuals associated with the Council and with other organisations funded by the Council, and other government agencies, departments, etc.

Drew’s comments in response to our serious complaints, supported by letters from 7 lawyers, are clear evidence of corruption, here they are in black and white: “I am aware that the MP Georgina Beyer has recently discussed issues around the closure of the Centre with the mayor and Council and Police therefore think it most unlikely that any Criminal Law would have been broken.”  What blatant codswallop!

There are also two petitions calling for an inquiry, one from the Carterton Residents Association and the FOCCCers (Friends of the Carterton Community Centre and Caring Communities Everywhere).  We called for an audit of the Centre’s affairs in 2001 with a mandate from a public meeting held on 18th April 2001, eight days after I was punched in the face in the office of the CCC by the Chairman of the committee, Anthony Rolf Feinson.

Ruth Carter, Elaine Brazendale, Jill Greathead, Julie Hallam, Ewen Hyde, Martyn Preece and others conspired with Georgina Beyer, and local police constable Peter Cunningham, who was having it off with Jo Roffe, who was one of the people using the Carterton Community Centre (CCC) as a slush fund (for her little “art courses” - which were a bit like Georgina Beyer’s little “Life Skills Courses”)  Roffe was a signatory of the cheques, but not on the committee, Ruth Carter wasn’t on the committee either, but was signing funding applications and claiming to be the Secretary.  These people have conspired to pervert the course of justice by covering up the fraud and gross misfeasance at the Carterton Community Centre, and organisations such as the “Facility Focus Group” and other organisations associated with the Council and the Community Centre, such as the so-called Heart of Carterton “Trust”, also appointed by the Council.

I, Katherine Raue, was elected Secretary and Finance Officer of the Carterton Community Centre at the 2000 AGM.  I was asked (in writing) by members to investigate serious allegations, which I attempted to do.  I was prevented from accessing information by Carter, Brazendale, other members of the committee including Martyn Preece, who was having an affair with Bev Thomas, the Administrator at the Centre, who was fiddling the books, which can be seen at the post showing the financial records of the CCC, and the large payments to individuals, made against legal advice and listed as Miscellaneous on the financial records.

Our petition called for the affairs of the CCC and the CDC to be audited.  They never have been.  The letter from Sgt Reid of the Masterton police shows that I offered to hand copies of the material I held to an auditor, and that Elaine Brazendale refused, on behalf of the group who took over the CCC by punching me in the face and changing the locks of the building (because they were also on the committee of the District “Trust” which owned the Health Centre, in which the CCC was housed,) to meet with the police, myself and an auditor.  Why do you think that was?  If you can’t work it out have another look at the Minutes of the CCC showing how Carter, Brazendale and their mates decided to just give a woman an exorbitant amount of money when there is no evidence that the payment was justified.  There is evidence that the payment was made against legal advice, and by a committee which was acting ultra vires, with no lawful authority.   There is evidence that this was one of two such payments being made at the time I was elected.  It soon became apparent that the CCC was exploiting vulnerable members of the community in order to secure funding that was going straight into the pockets of incompetent bullies.

NOTE: The Carterton Residents Association, which I represent, supports competent, transparent and accountable governance.  The CRRA or CDRRA is another ‘group’, formed as a support group for failed politicians Bill Knowles and Georgina Beyer, and is not committed to fair and open democracy or they would support our call for an inquiry into the fraud and misfeasance a the CCC and CDC.  These people have no credibility whatsoever, do not waste your time or money supporting them.  After listening to them argue for an hour and a half about what the group should be called, I proposed the Motion at the inaugural meeting of that group, a public meeting held in the Bowling Club (of all places), that the group be named the Carterton Residents Association.  Frank Riley, the pompous organiser of the annual ‘community’ Christmas dinner usually held at St Mark’s Church, piped up and argued that the group should be called the Carterton and District Ratepayer’s Association, only ratepayers should be allowed to belong to it, and there should be a membership fee.  The Constitution of this ‘group’ is designed to exclude people with differing opinions, your membership application has to be approved by the Chairman, etc.

The article in the Times-Age titled “Controversy persists” ignores the fact that the meeting at which Council librarian Ewen Hyde claims he was elected head of the “Facility Focus Group” was not advertised and not open to the public, it was only open to a small group of his friends, including the group associated with the Council.

This is typical of the way the group manipulate the public consultation process regarding the plans concerning community facilities in Carterton.

Taxpayer’s money, and the time of the Court and the police, has been wasted on a campaign of malicious and vexatious litigation which has been almost without exception unsuccessful (and the exceptions do not stand up to scrutiny).

For the ten years I have been in Carterton this has been going on.  On 14th August 2009 the Times-Age published a front page feature article titled “Police mum on case backlog ”about how local police Area Controller Inspector John Johnston refused to comment on the recent revelations made by a District Counrt Judge that there was a huge backlog of child abuse allegations that Wairarapa Police have failed to investigate.

Wairarapa Police Pervert the Course of Justice While Ignoring Child Abuse:

The letter above waffles on making excuses for Constable Cunningham's harassment of me regarding the "Billsticking" charge.  The Police charged me with putting up notices to advertise a public meeting to discuss the illegal takeover mismanagement and closure of the Carterton Community Centre.

Then, on page 2, this letter admits that the trespass notice used to prevent me from attending meetings of the Carterton Community Centre since 2001 was never legal.

The letter above refers firstly to some of the letters written by lawyer Ken Daniels to the police.  Follow the link to Katherine Raue's blogspot site to read two of the many letters sent by lawyers to the police, and Sgt Murray Johnston's rude and arrogant email dismissal of our complaints.  The complaints have been corruptly ignored in spite of monumental evidence of fraud and gross misfeasance.

Secondly, the letter contains the refusal of the police to charge local prostitute Rachel Betteridge with Perjury, or anything else, after Betteridge and her husband sent me text messages, saying "You need a bullet" and "Watch your back" among other extremely offensive and threatening messages.  Police have been provided with signed statements from two Justices of the Peace, and a considerable amount of other information, in support of my complaints regarding this lying prostitute.  We'll come back to this matter in a minute.

Thirdly, the letter refers to the nasty drunken home invasion and assault committed by corruptly 'elected' Mayor Gary McPhee, and the refusal of the police to charge him or his co-offender.  "The matter was investigated at the time and no charges were to be laid."  - Oh really?  WHY NOT?  - This sounds like another excuse used by the police to let criminals off:  "I am aware that the Carterton District Council Members, the Carterton Mayor and MP Georgina Beyer have recently discussed issues around the closing of the centre. In such circumstances the actions of the 'elected' officers of the centre are most unlikely to have breached any Criminal Law."  

Fourthly, the letter refers to the Bill Sticking charges laid against me by Constable Cunningham in about 2003, and the fact that the prosecution was so zealously pursued although there was absolutely no evidence whatsoever to support the police wasting their time on it right from the beginning.  

Let's have a look at how the police have been wasting their time and our money trying to pervert the course of justice in order to prolong the corrupt reign of Gary McPhee and the others on the Carterton District Council who are guilty of conspiring to pervert the course of justice.

Let's compare the evidence in all of the prosecutions brought against me - nearly all of which have been unsuccessful and the rest of which do not stand up to scrutiny - with the evidence in support of all the complaints made by me, and supported by letters from several lawyers and community petitions, etc, all of which the police have refused to acknowledge or accept.

We'll start with the Bill Sticking, because this was the first charge.  

I was convicted of shoplifting about thirty years ago and have committed no crimes since then.  I came to Carterton in 2001 and have been the subject of a campaign of corrupt, politically motivated bullying by the local police and their associates, beginning with the refusal of the police to prosecute anyone for the assault and illegal takeover, misfeasance, etc at the Carterton Community Centre in 2001 and the laying of the Bill Sticking charges laid in 2003, and have continued to the present day and the lies told to the South End School and St Matthews Collegiate, and the current corruptly laid charges, based on the word of one of the biggest criminals in Carterton!  Good luck trying to convict me on this orchestrated litany of lies!  Masterton Police prosecution staff won't touch it, the prosecutor has crossed his own name off the summons and substituted it with that of Constable Peter Cletoris Cunningham, who never made it past the rank of Constable for obvious reasons.

So after letting off the man who punched me and refusing to investigate the illegal and violent takeover of the CCC, the fraud, etc, the local police issued me with a trespass notice that they later had to apologise for, then they charged me with billsticking for allegedly putting up  notices advertising a public meeting to discuss the governance of the CCC and then failed to turn up to Court.  Then they refused to charge male prostitute Alex (Paul) Tozer with smashing my window and causing considerable damage in a drunken rampage, and refused again to charge him when he came to my house again and stood outside making threats, they refused to charge Olivier Rochery with damaging my car and assaulting me even though his fingerprints and handprints were all over the car, which had been washed only hours before, they refused to charge Tracy Lee with the theft of $500 and making a false statement to police deliberately in order to pervert the course of justice.  They refused to charge McPhee and his mate with the home invasion and assault.

New Zealand poet Alistair Te Ariki Campbell wrote this about the ANZACs in Gallipoli:

"The light of adventure that shone so brightly in our eyes when we set out was extinguished that day. Young men from the farms, the mines, the cities, the public schools, we died in a vast quagmire of blood and broken bodies. No one told us it would be like this."

For Sacha Macfarlane

Sacha Catherina Macfarlane died on the 29th November 1984, exactly one month before her twenty first birthday, when the car driven by Chilean diplomat Luis Felipe Lopez crossed the centre line and collided head on with the car in which Sacha was a passenger.  

Her sister Nina was in the car behind Sacha, and witnessed the crash  (all three cars were BMWs), which some reports referred to as "an accident".  That description of the event is an insult to Sacha and her family.

Luis Felipe Lopez was the driver of the car which collided with the one Sacha was in, the official diplomatic representative of the brutal and corrupt Pinochet regime in Chile, he was blind drunk, he stank of alcohol. He made a deliberate decision to drink and drive, and he killed a beautiful young woman with her whole life ahead of her, in front of her sister. 

Lopez then claimed diplomatic immunity and fled the country.  Prime Minister David Lange postulated, like he did about Alain Marfart and Dominique Prieur after the murder of the Greenpeace photographer Fernando Pereira on the Rainbow Warrior, but nothing ever happened to Luis Felipe Lopez, he got away without every facing justice for the culpable homicide of Sacha Macfarlane, and David Lange and all the politicians and lawyers and media and everyone just forgot about it and got on with their lives.

Sacha was 20 years old, and died a horrific and totally unnecessary death, Nina and the other witnesses carry the memories of it forever.  Day after day, year after year, all this time, I've been listening for the sound of someone saying "Sorry about Sacha.  It was wrong what happened." But all there ever was was silence.  

Yesterday, something special happened.  

A woman called Carol Cromie, the partner of Sacha and Nina's Dad, Kester Macfarlane.  wrote a poem about Sacha.  Carol sent her poem to Chile’s Foreign Affairs Ministry, and to the Chilean embassy in Wellington. 

All the words of the politicians, the lawyers, the coroner, all faded away and the words of Carol Cromie rang and echoed in the empty spaces in the hearts of people around the world.

On 13 April 2010, twenty five years after Sacha was killed, the Chilean embassy apologised on behalf of their government.  Chilean ambassador Luis Lillo said he felt it was necessary to acknowledge Sacha's death.  

 
Mr Macfarlane, 67, said yesterday that the apology meant a lot to him and his family. “The circumstances and the ensuing publicity surrounding her death caused us unbearable and unnecessary grief” he said.  It caused a lot of grief for everyone who knew Sacha, she was special. She was no ordinary young woman, she was like a shining light, like a beautiful tree about to burst into blossom.  She was full of fun, full of promise, full of life.  

Mr Macfarlane said “The letter of apology is beautiful. It is a genuine apology, which lays the whole thing to rest as far as I am concerned. It was a little thing I needed to happen after all these years.” Mr Macfarlane also took the opportunity to point out that Luis Felipe Lopez was in New Zealand at the time as a representative of the corrupt Pinochet regime, and as such, shouldn't have even been in the country.

Never underestimate the power of words, the power of a simple, honest poem.  This one healed a lot of pain, it made a lot of people think, and I hope it continues to make them think for a long time.  It's a beautiful, beautiful poem, thanks Carol. 

When it seemed like the whole world had forgotten the gross and outrageous injustice, after all these years have gone by, this poem is what changed everything, and healed the pain of injustice. Let it inspire us to write our own poems.  Naming and shaming people works, things change, people acknowledge the truth, there is redemption, everyone can move on a bit.  This is the poem that changed things:

  

A message for Mr Lopez.

I was in Santiago the other day, Mr Lopez, first time in my life, and I was intending to look you up.  

 
I’m not sure what I would have said if I’d knocked on your door and found you home. If a woman, your wife or even a daughter, had called over the balcony or the intercom ¿hola?

You see, Mr Lopez, I’m not sure what I want from you any more.

The phone directory has many Lopez as you of course would know - they’re rare where I come from – but just three listed as Luis Felipe.  

Perhaps you’re all related: elderly father, your eldest son and you, Mr Lopez, the diplomat.  Are you still an embassy man or did you switch your line of work after the immunity wore off?

I’d been rehearsing our meeting all these years but, somehow I got to Chile and my heart wasn’t in it.  What was I going to say to you:  Hi, Mr Lopez, I’d like a word about my daughter?

Would it hurt if I told you she was twenty, tall and beautiful, unsure as some striking people are, and gifted, an artist with a promising future. Paintings are all I have.

Hi, Mr Lopez, I could have said, I’m the father of the girl you killed when you drove dead-drunk in a new car in a new country on the wrong side of a road.

The coroner’s man couldn’t get Sacha’s name right – he called her ‘Sacka’, as if she were a sack of nothing - but he had yours down pat.
 

I have one daughter left alive.  On birthdays and death days and in the early mornings, you are not far from our thoughts, Luis - can I call you that? I wonder if the ‘car accident’, fool phrase, wrecked your life as it did ours.  What price did you have to pay, loyal servant of General Pinochet, for slaughter in a foreign city?  When you hug your own daughter, do you sometimes think of Sacha.
 

I sat on the bed in my hotel room in your city ringed with mountains, three likely numbers in my hand, and I knew it was over. To tamp down my bitterness, concentrate my sadness, I tried to put myself in your shoes, to imagine what it must be like to be a killer. I tried but I cannot.

The power of this poem is immense, and inspiring, and a fitting tribute to Sacha Macfarlane.

An example of the wages sucked out of the former Community Centre

Jo Roffe has publicly denied that she was receiving $600 a week for her little 'craft courses' at the former Carterton Community Centre, which was the subject of serious allegations regarding the fraud and misfeasance being perpetrated by the committee by Roffe and her mates on the Carterton District Council, aided and abetted by corrupt local Constables Peter Cletus Cunningham and Harvey Alistair Pope (and others).

She was the recipient of what was then a considerable amount of money indeed for what she was actually doing, which was very dodgy indeed, after local police endorsed her funding applications in exchange for certain 'favours'.  Her "craft courses" were a local joke - until ratepayers and taxpayers found out how much she was getting paid, at which point the laughter and derision turned into anger.

Roffe was also very vocal about  her romantic relationship with local Constable Stephen Wakefield - who is mentioned in the letter from Senior Sergeant Reid of the Masterton police as the officer who conducted the alleged "thorough investigation" into our allegations of fraud and serious mismanagement at the Carterton Community Centre, in spite of the obvious conflict of interest given his relationship with Roffe.  The Carterton Community Centre was being run as a great big slush fund for Roffe and a group of people who were mainly associated with the Carterton District Council - a major funder of the Centre.  Evidence - INDISPUTABLE evidence shows how several of the instances of blatant fraud were committed, the financial records and the Minutes book confirm that thousands of dollars was stolen from different bank accounts to pay mates of committee members for so called "personal grievances" - grievances which never went anywhere near the Employment Tribunal because they were so corrupt - the payments were purely arbitrary and nothing more than thinly veiled bribes to get the 'aggrieved parties' to go away and shut up about the gross misfeasance at the Carterton Community Centre!

When I asked police for the file on the investigation into the allegations of fraud made by me and by my lawyer, Kamil Lakshman of Ainslie Hewton, I was arrogantly told by Ms Tara Sewell at NZ Police HQ that the "file does not exist".  This is because police corruptly covered up the fraud and malfeasance, violent assaults etc that occurred at the Carterton Community Centre involving Georgina Beyer (Beyer the Liar) and people associated with the Carterton District Council.  Corrupt lawyer Ainslie Hewton has done everything in her power to shut me up and have me falsely imprisoned while pocketing all the money she can get her grubby little hands on in legal aid, including pocketing fifty dollars she extorted from me as an "initial contribution towards your legal aid" - while she threw the legal aid application form in the rubbish bin, and told me to get stuffed.  Ainslie Hewton also conspired with slimy little ex cop Murray Henderson, the manager of the community law centre, to have me trespassed from the community law centre so I couldn't defend myself after Hewton refused to act for me after I began successfully challenging the Police on all the false and corrupt charges they suddenly started laying against me after I started making complaints about them.

 Funding was obtained for Roffe's 'programs' on the basis of funding applications incorporating recommendations from local police officers about the positive effect of her programs on troubled youth in the area. This was absolute rubbish, her part time courses in painting flower pots and puppet making benefited Roffe a great deal, to the tune of $600 a week plus all the perks she could rack up as "expenses" and "volunteer reimbursements" etc, but they did next to nothing for the 'troubled youth' or the community at large. These 'troubled youth' need competent and professional training in real job skills not the kindergarten level arty crafty "programs" run by Jo Roffe and Georgina Beyer, with names like Crafty Youth, etc. The programs were chaotically run and were a local joke.

 The Minutes book documents how when a question was asked about the money itemised in the financial reports as "housekeeping" it was explained that in order to get people to come to Roffe's courses they had to be bribed with free chocolate biscuits. The financial information, wages books, etc, showed that Tony Feinson was also involved in Roffe's 'courses', his 'job' appeared to be filling in the funding applications, for which he received about $300 per week - plus monthly 'bonuses' of more than $1000!

 The stark contrast in priorities was highlighted when the manager of the Community Gardens asked me, as committee liaison person for the Gardens, to ask the committee to authorise the purchase of a $20 gas burner to heat water for cups of tea for the workers at the Garden during the winter. I considered this a reasonable request and asked the committee to authorise the purchase in accordance with the Rules which required committee approval for spending. Tony Feinson, the Chairman of the committee, scoffed at the suggestion and told me to tell the workers, to bring thermoses. Thousands of dollars were being spent on Roffe's courses, and all the other ten organisations 'under the umbrella of the Community Centre, without the knowledge of the committee members, let alone their authorisation, while the only people who appeared to be doing anything worthwhile, or anything resembling real work and real work training, couldn't even offer their workers a cup of tea.  The Minutes book shows that a lot of money was spent on "chocolate biscuits" and when this was queried at a meeting, the committee was told that Roffe had to provide chocolate biscuits in order to get anyone to attend her 'courses'.

Funding applications for Roffe's 'courses' were being signed by Ruth Carter, purporting to be Secretary of the Carterton Community Centre when she was not even on the committee.  She did not attend the AGM of the Centre in 2000 and was not on the committee according to the Rules of the Society. Feinson and Roffe were paid these exorbitant sums for months after the 'courses' ended.

Roffe was also a signatory of the cheques despite not being on the committee.

Recently Roffe announced publicly that she hadn't received $600 per week for her 'courses', that the committee had offered her that amount but that she had turned it down and only received a third of that. That is an outright blatant lie. This is a copy of a page from the wages book (above), our organisation (Transparency NZ) has the cheque butts, bank statements and other information confirming indisputably that it is a lie. They also show that during the time I was acting Manager of the VOSP program (after Barb Lindsay left abruptly) set up to help people with intellectual disabilities into employment, I was paid six dollars and fifteen cents an hour.  The ten bank accounts controlled by the committee of the Carterton Community Centre were operating mainly for the benefit of the committee and their mates,  corruption and incompetence was the order of the day.

Here's the Minutes showing that money was stolen from six different bank accounts to pay a non existent personal grievance - to Helen Staples apparently - is Helen Staples related to South Wairarapa Mayor Adrienne Staples?  I made an OIA request to find out, Adrienne Staples refused to confirm or deny the proposition, which certainly leads one to believe on the balance of probabilities and the uncommonality of the surname that they are indeed directly related as many locals have claimed.

Carterton District Council employed - paid - an accountant to take care of Council accounting work.  Her name was Lyn Patterson.  As reward for covering up the fraud and malfeasance at the Carterton District Council Mrs Patterson was appointed Mayor of Masterton - there is NOTHING democratic about our local elections - that's the reason Beyer the Liar and Gary McPhee the drunken criminal bully got 'elected'.  Her fat husband Phil also got promoted - he bullies the hapless defendants in the Masterton District Court and does his bit to ensure criminals get off and good people get falsely convicted.

There have been not one but TWO substantial community petitions calling for the books of the Carterton Community Centre to be audited but they never have been - Beyer the Liar was booted out of parliament for trying to say they have been audited - that is a LIE - they have been only "complied" by Council accountant Lyn Patterson - who had a SERIOUS conflict of interest and deliberately concealed blatant and indisputable FRAUD!

The Carterton Community Centre was nothing but a private slush fund for a group of people associated with the Carterton District Council, a major funder of the Centre, and their mates - incompetent idiots like Roffe and Beyer!

This is a copy of the Minutes relevant to the letters that lawyer Ken Daniels sent to the Police in 2004.

The matter has been brought to the attention of the Police, and Georgina Beyer, MP, since 2001.

These Minutes clearly show that a deliberate decision was made to steal thousands of dollars from the bank accounts of six seperate organisations, each set up and funded to provide services to disadvantaged people in the community, and that the money was paid to one individual.  This is stealing from the poor.  There were two of these "personal grievances" underway when I joined the committee as Secretary and Finance Officer in 2000, one of the beneficiaries was Helen Staples, and unconfirmed sources say she is related to Adrienne Staples, the Mayor of South Wairarapa.  Queries regarding clarification have been ignored, so we will publish the name, and the claimed link, until advised otherwise.

The rest of the Minutes of the meetings of the Carterton Community Centre reveal a pattern of gross mismanagement and criminal activity by a group of people associated with the Carterton District Council, and will be uploaded to the internet soon so all can see the true abilities of Elaine Brazendale, Ruth Carter, Jill Greathead, etc, to manage an organisation.  They document a pattern of incompetence, corruption, fraud and theft over many years.

Carterton District Councillors ELAINE BRAZENDALE and RUTH CARTER were party to this particular theft. They were the instigators of it. Councillor Jill Greathead, Council staff Ewen Hyde, Julie Hallam, Martyn Preece and others were involved in this blatant fraud and in the concealment of it.

$7500 was paid in cash and a number of capital assets including computers, trailer, etc, were handed over to the claimant, this was typical of the activities of the committee of the Carterton Community Centre and the people associated with the Carterton District Council. The Centre was operated as a slush fund for a group of individuals who have had their snouts in the trough for far too long. Let Georgina Beyer and Gary McPhee and their mates try and get a real job and support themselves instead of bludging off the taxpayers and ripping off the disadvantaged members of our community - who in their right mind would hire an unemployed transvestite prostitute to teach the young people of the town "Life Skills"?  - Elaine Brazendale and Ruth Carter would, that's who!
